I feel certain you are in fact a decent guy, but it's obvious you've never worked in upper management. I do, and I hire and fire people every week. When hiring from within the company, (and I work with a huge global company who has an office in Lexington), there are always going to be people who feel they were overlooked for a position; that's just the way it is, and always will be I suppose.
However, when you have a situation where you are having a relationship with a female, you put yourself in a situation where you are going to be held accountable whether she gets the position or not; it's a no win situation.
We had to hire someone to work alongside me two months ago, and I recused myself from the interview process because my best friend applied. It was the right thing to do, because if he had gotten the job, (he didn't), it would have appeared to all the other applicants he got it because of me.
Bottom line, it doesn't matter if the two people involve love each other, if one is in a position of power over the other, it puts the company in a very, very bad situation.
I hope to hell its true. This would prevent him from raping the University with Barney holding it down
