The draft, seven pages long and titled “SAVING COLLEGE SPORTS,” outlines directives from Trump to members of his Cabinet to create policy related to various aspects of college athletics. Those aspects primarily include directing the attorney general and Federal Trade Commission to:
  1. provide college leaders with protection from antitrust law around the “long-term availability” of scholarships and opportunities for athletes
  2. prevent “unqualified and unscrupulous agents” from representing athletes
  3. support uniformity by, presumably, preempting the varying name, image and likeness state laws

Seems anti-free market, but OK I guess...I cant really figure out if anything is genuinely 'good' or 'bad' at this point when it comes to college athletics.
I am not stating support or opposition; I am just speculating about what point #2 may include.

The context in which I heard about the agent % cap was the congressional legislation.

Mit winter is a good follow. Like everything g he feels like this isn’t going to work and continues to say whatpeople are now catching onto – the only solution has to involve collective bargaining

I should quit my day job and immediately form the Amateur Athletics Representation Organization.

Too late. You have to form it and donate prior to the legislation being created or you’re already too late.

Entertaining coming out of retirement and becoming a Paid Protester. The money they are throwing a round in Florida is ridiculous

I've learned to not worry about anything Trump is reportedly doing. Wake me when an EO actually shows up.

Last update I saw was he put this on hold, waiting to see how receptive Congress is to the new bill.

Im not super excited about the Congressional. action, but trying to resolve this through EO is absurd, and I dont care who the President is. He doesn't have the legal authority to enforce most of it, although the other two branches seem satisfied with letting Presidents try. Even so, it could all be changed by the next Prez...

EOs per se are not bad. The problem is content. An EO that says "from now on we will enforce this law this way" is one thing. An EO that just says "we will withhold funding unless you do what I say" is blatantly unconstitutional without Congressional buy in.
