Just to be clear, NJCAA member (that’s all JUCO’s outside of California) football programs can give up to 85 full scholarship’s and that’s everythjng: tuition, fees, room, board, transport to and from the school. Here’s there language on everything that can be included:

“Colleges may grant full athletic scholarships (tuition, books, fees, room & board), up to $250 in course required supplies and transportation costs one time per academic year to and from the college by direct route.”
