The NCAA's current requirements for hosting the Final Four are a capacity of 70,000 for basketball.

Only 9 stadiums in the country can fulfill this currently.

Ford Field, Detroit, MI
Georgia Dome, Atlanta, GA
Lucas Oil Stadium, Indianapolis, IN
Superdome, New Orleans, LA
Metrodome, Minneapolis, MN*
Reliant Stadium, Houston, TX
University of Phoenix Stadium, Glendale, AZ*

*- Metrodome is being replaced, so it will make the rotation 8. Phoenix has not hosted.

When did it change? Didn't San Antonio host like 2 years ago?

ETA: After further review, it was 5 years ago.

Fairly certain the last average size arena allowed to host was the Meadowlands in 96. Had it been somewhere else 1,500 more State fans and 15,000 more Kentucky fans could have gone.
