If she's fishing for small fish from the bank, there's no need in spending any money. Keep it close tot he 6' range. That will give her some versatility in casting, if she chooses to pick it up a notch.
Does she enjoy casting instead of using a standard cane pole? If so, does she know how to use a spinning or open faced reel? I know a few ladies that do pretty well with both. A standard zebco reel with the thumb button release is the easiest to use and most common, a zebco rod and reel combo costs about 40-50 bucks. If she can use an open face or casting reel, an abu garcia Black Max with a 6 foot med ugly stick would be a good choice, only costs around 75-80 bucks. All of the above can be found at Wal Mart.
She's probably familiar with the Zebco 202, 404 or 606. Buy her two 606 combos for $60 and call it a day.

Reel: Zebco Delta , around $45 , or possibly the Platinum, about $30.
Rod: Shakespear UglyStick, Medium flex, $35, to $40. Good durable rod.
Otherwise something along this line,... usually you will get your best deal, in package deal.

Probably get both at Walmart for $50 leaving room in the budget for some tackle and gear. This assuming she doesn't have any tackle already.
