To me the Winter Olympics is more of a waste of money because a lot of the facilities will never be used again. For summer games, there's more of a chance of reuse. The courts/floors for many of the summer events can be put up just about in any small arena.

I see Flowood being more of a Summer Olympics host. I vote Gatlinburg.
