There's some true believers but they are the minority by alot and they wouldn't function without the scams they created to fund it. More of who that is will be coming to light soon. Foreign and Domestic allies. How much of the Foreign will be up to the Administration to reveal as they won't want to undo peace deals made.
It's not hard to figure out the Domestic. Plenty of clues and obvious names have been dropped.
