Football Parking Pass question.....

Are the parking passes renewable each year in the same way season tickets are renewable?

I ask this because this is the first year that I've bought a pass. I put 9 lots down as my preference and didn't get in any of them. I rank 2200ish in the Bulldog Club. It's not like I was requesting prime lots either. I wanted something on the back side of campus near to where we tailgate. According to my Dog Tag account, I got assigned Lot 36 which is out by Humphrey Coliseum on the opposite side of campus from my requests. I can only assume this is because the passes are renewable from year to year and are not reassigned each season based on BC rankings. Correct?

There are literally open lots closer to where I wanted to be. I feel like I've wasted $100.

I remember some folks being disappointed last year when they were moved to less desirable lots. I'm not sure if that was a 1 time deal due to the grass parking being eliminated in places like Lot 7 which cut the number of passes in that lot down dramatically or if they are done by priority rank every year.
