that was obviously the wrong call and I can't believe NOBODY bothered to look at it. I still didn't see what the holding call was that negated the Dixon TD.

It wasn't challenged or reviewed because it could not be. Since it was a penalty, it is the same as challenging a hold or a pass interference - you can't challenge those either.

getting ready to call a small game tonight.

You can't challenge or review a penalty. It is a judgment call. Even though this one seems different, it is just like holding or a face mask.

in the um/bama game last year (or the year before), they reviewed whether the guy went out of bounds and was the first to touch the ball when he came back in.

It's obvious that most refs suck, if they don't even know all the 17ing rules.

I don't believe that it was reviewable. I could be wrong, but it is not specifically stated in the rule book.

because it was a 5 yard penalty. When UH took the ball, the line of scrimmage was the 34. When Lee throw the pass his foot was on the 30. Totally 17ed up penalty. Watch the play back!!!

Passes ARTICLE 2. Reviewable plays involving passes include: a. Pass ruled complete, incomplete or intercepted anywhere in the field of play or an end zone. b. Forward pass touched by a player or an official. c. Forward pass or forward handing when a ball carrier is or has been beyond the neutral zone.

Reviewing a play on the field in which no penalty was called is not the same as overturning a penalty called on the field.

Since there was a penalty called, that changes things. The question now is whether or not you can overturn a penalty with instant replay review.</p>

if the Bama/UM game that ended up controversy.. that reviewed a penalty call at the end (when the UM receiver went out of bounds and was the first player to touch the ball after coming back onto the field). The call was upheld on review.

I've seen it challenged in other Div. 1 games, but maybe they screwed that game.
I should be reviewable. If not, they need to change the rules.
If you watch the play, he was 3-4 feet behind the line when he let it go. It was a terrible call, but I expect no less from CUSA.

Limitations on Reviewable Plays
ARTICLE 6. No other plays or officiating decisions are reviewable.
However, the replay official may correct egregious errors, including those
involving the game clock, whether or not a play is reviewable. This excludes
fouls that are not specifically reviewable (<span style="text-decoration:underline">Reviewable fouls: Rules 12-3-2-c</span>
and d, 12-3-4-b and 12-3-5-a).

For reference, Rule 12-3-2-c is the one prohibiting being beyond the line of scrimmage when making a forward pass.

They didn't want to. They screwed the "crappy team" out of a scoring opportunity because nobody with any sort of authority will care. One of the non-BCS conference's flavor-of-the month gets a "big win" (see also, BYU 2001), and only poor old State gets screwed, so nobody cares.
