It is the councelors job to help in these situations, but it has to fall to the student to find out what is needed... I do however find it difficult to fathom that Green was never told that his School District doesnt allow early graduation...

I'm divided over your opening sentence. I agree that the counselor should be helping, but disagree that the student is ultimately the responsible party.

The counselor is not responsible for explaining early graduation requirements to every senior. The counselor is responsible for proactively reaching out to any students that expressed interest in early graduation.

I realize having a proactive counselor is a pipe dream in most places across our great state, but they should still be held to a higher standard. It's really more of fundamental / systematic or monetary issue than anything.
