I don’t disagree with incentives at all and they definitely aren’t communism- although I don’t think anyone was actually saying they are…Fair. That’s what I’m thinking though. Not moving people by force. Encourage people to move and give them reason to do so. Maybe the farmers and ranchers are the ones that you give incentives to move. But something should be done, the water levels aren’t coming back in that part of the country. It’s unsustainable.
