ISIS bombed and shot up public meeting places, a concert hall, cafe(s), etc. in the hopes of instilling fear in the populace, fear of living their lives in the way that they normally do. The topic of the meeting just happens to be climate change. The meeting could be on any subject, the global economy, a world health crisis, anything. The subject of the meeting is not important (though you seem fixated on it), his point is that the efforts by ISIS to scare the world and more specifically Parisians have been a failure, that world leaders are headed to the very city that was just attacked. The conference hasn't been postponed or moved, it will be happening at the scheduled place and time and that life goes on as normal despite what has just happened.
