It's in an Idaho Statesman article that references Petersen's veazey quote:

That is a man who is involved in serious negotiations right there. Hedge, hedge, hedge.

I think that's a very valid understanding of that quote beacuse he seems to have enough character not to lead anybody on, but he can't come out and flat deny it if he has infact been in talks with us
