the leadership to govern or to be a SMART representative is grounded, in part, in experience, replication of those in the past who led smartly, and study of the science portion of representation e.g relating to others, etc. There is a reason they are called freshmen when they first come in. A leader without experience to grow as a leader lacks sufficient leadership needed to inspire or influence others.
Sorry, but IMHO we've had the poly-sci majors running this country for over a century and what do we have to show for it?
You don't need to be a career politician or bureaucrat to be an effective leader.
