Seriously, what moron decided to put a concrete barrier at a 90 degree angle to the track?

I never watch NASCAR and don't know squat about racing, but I know that was a bad idea.

Is it just me or does the barrier wall looked water filled? Not concrete?

Maybe that was the entry to pit road. Mainly, it looks like an accident waiting to happen (and it happened). It appears there were some water-filled energy dissipating barrels. Didn't help, though.

I know Jeff Gordon took a heckuva shot last year at a track. Bobby Labonte took one similar at Watkins Glen, but a lot less serious.

Sombody slides off the track like that and narrowly missed a perpendicular shot (like that guy didn't) into a barrier - instead making a glancing blow just beyond where the barrier was turned perpendicular to the track.
