you only get 5 scholarship players at the end of the four years?

I obviously don't understand something. Surely they meant reduce the total by 20 at the end of 4 years.

"Penn State must also reduce 10 initial and 20 total scholarships each year for a four-year period, the release said."

15 per year =60 and that is with no attrition. Maybe they can talk some of this year's freshmen into redshirting. If i were told I was redshirting this year, I would go ahead and transfer. You have to expect some attrition over the 4 years as well.

they get 15 a year instead for each of 4 years.

They clarified the total scholarship deal since it was written incorrectly. They are capped at 65 for each of the next 4 years.
