Expanding the stadium would of course be the higher priority ($), but IF it ever hypothetically came to that decision, and IF I were Stricklin, I'd offer to limit the noise level of cowbells. Line it with some thin padding or something and cut the noise down, then what's the argument against them? I would never mention this until it came down to them being banned, but while I'm at it -- I bet somebody could make a plastic cowbell that makes some noise but not as much. I know, I know, it's blasphemy... we're talking about worst case, hypothetical, armageddon situation here.
All those security people who they were going to hire to search purses and pantlegs could just check each bell for proper noise dampening.
