The Washington Post did a story about the "I Believe" cheer a few years ago (during the week of the Army game). They said that the cheer was started, spontaneously, by a bunch of Navy's lacrosse players during Paul Johnson's second season when Navy finally started winning. Its pretty darn cool to see live because the Brigade starts it whenever the game seems in hand in the 4th Quarter and then the whole stadium picks it up. They even have t-shirts that with "I Believe That We Will Win" for sale at their games.
