Ryan Swope of Texas A&M is tied for the second fastest 40 time by a wide receiver at the combine. His time is faster than Justin Hunter and Cordarrelle Patterson of Tennessee and faster than Denard Robinson of Michigan (tested as a wideout, not a quarterback). However, one of his weaknesses listed is his lack of straightline speed (what kind of speed does a 40 measure).

I don't think "lack of straightline speed" has anything to do with a 40 time. It's just another way of saying he's a gym rat and is a heady player that plays the game the right way.

Trust me when I say that I am well aware at why he is accused of lacking speed.

Straightline speed is actually just top/max speed. I don't know why they use the term straight line, but it has nothing to do with acceleration, which the 40 does.
