Computer access crimes = hacking? Gaining access without permission and whatnot.

My school district is currently in the middle of an epic disaster of a 'network incident'. A special place in hell is reserved for people that 17 with networks.

Uneducated guess:

The opposite sex was involved and he accessed their email to snoop and/or stalk. Since it says university email system, it was probably an employee or student.

But it could have been anything. Hell, he could have been spying on players' emails trying to figure out who was looking at the transfer portal.

For a guy with degrees from Vanderbilt and Stanford, I'd say he has shown surprisingly poor judgment ........ allegedly.

Sounds like two factor authentication has not been implemented. Duo is the first thing we install when we take over a new network for administration.
