You'd have a handful of games televised per week and ESPN was busy showing table tennis and Aussie rules football. Now that the NCAA has figured out that TV contracts are the only thing that really funds their budget and the hilarious "we TOTALLY care about book learnin' and stuff" commercials, not so much. Now it's only punishments that hurt student athletes (scholarship reductions) and the occasional isolated member institution (bowl bans).

because they were penalizing the other team and their fans just as much as the team that actually committed the violations.

in 93. The NCAA didn't like them going undefeated while on probation I don't think, so they started taking more scholarships instead of TV.
