an Exeuctive Order to defund Planned Parenthood - would you libs be okay with the fact the POTUS went around Congress?

The two "scenarios" are different. Before we get into that, you do understand Executive Orders are a "privilege" the president holds, regardless of political party? You also understand that Obama is not the first (nor will he be the last) president to issue Executive Orders?

Your "scenario" is defunding something. The budgetary process (simplified) is that the president develops a budget and Congress approves as is or makes pluses and minuses in certain areas. Obama's Executive Order is essentially passing a law very similar to one that already exists. However, certain aspects of his Executive Order will require funding to implement. Congress can object by not providing the additional funding.

Just because the money has been allocated, doesn't mean it has to be released...

Actually, by law it does. Thanks to Nixon's abuse of the power, the power to impound funds was taken away in 1974. The president can request it, but it has to be approved by Congress within 45 days or the funds have to be released -- and Congress isn't even required to vote on such requests. Not surprisingly, every president since Reagan -- including Obama -- has lobbied to get the power restored, as have a few who aspired to the office including John McCain and Paul Ryan, Al Gore and John Kerry.
