IF we make a bowl can early entrants practice?

If we pull out a bowl trip say a New Years Day bowl. If we have guys joining the team in January could they practice. OK maybe not necessarily us but you get the point right? And maybe its only for a couple of days but are they eligble to practice in that situation?
