Inadvertent whistle

Montini intercepted a tipped pass early in the game vs St. Rita - the defensive player had a clear shot at a pick 6. The whistle was blown and the signal was made that it was an incomplete pass. After a conference I expected one of the following from the officials.

1. Interception but the ball is placed at the spot of the interception (since the whistle was blown before the return was completed).
2. Incomplete pass (though the incorrect call, that was the preliminary signal by the nearest official)

Instead, the announcement was that it was an inadvertent whistle, and the entire down (1st and 10 for St. Rita) was replayed. This seemed odd; can a referee/others enlighten me?

This is a great question - if you couldn't hear the announcer you had no idea why SR had a 5 down series
