Make a rule that you can't award a scholarship to a walkon until he's been in school for 1 year.

If a walk-on is awarded a scholly within his first 2 years, It counts not only against the 85, but against that year's 25 as well.

he counts towards the next year's limit. NMSU found a way to bring in more than 25 scholarship players in one season by having some of them "walk on" and then giving them scholarships almost immediately and counting those scholarships towards the next year's class.
