They say Delhomme actually has a stronger arm now, and that is common, since they put in a little stronger tendon or something, not sure exactly why. But they say that an increase in arm strength is normal. So say some third string qb in the league just wants a stronger arm, and decides to do that one day. Would he be allowed to play, since it was an elective surgery?
