If so should we go ahead and issue the bonds now to guarantee a lower rate. The bond rates are about as low as possible right now.

The higher the demand the lower the rate issued, apparently bonds were in high demand this morning after the downgrade because folks are looking for a safe place to put their money. After this last week I was worried raising capital might be difficult but it could also be a great time to be in the bond market.
