If I can read TrumpTwitterese correctly, I think he's talking about sales tax isn't collected in all states/jurisdictions because Amazon doesn't have brick and mortars. But I could be totally off base.

Businesses, Amazon included, don't pay sales tax. Customers do. Businesses collect and remit the tax according to the state. In WV, we pay sales tax on Amazon purchases (I believe bc they have a distribution/customer service building in the state).

I don't argue any of that. I have no idea what he's talking about if the sales tax thought is shot down.
