Isn't too many men on the field a 15-yard penalty?

I don't think so. I could be wrong but i don't think ive ever seen it marked off 15

Participation is when 12+ men start and end the play. In this case, UNCs extra players were trying to get off the field.

I stand corrected and i appologize for my idiocy. They just talked about it on the halftime show of the nebraska game. Said it's a 15 yard penalty if the play is played with more than 11 on the field. They gave instances where it would only be a 5 yard penalty and said that it was judgement on how it was called

UNC's line wasn't set either. Shouldn't there have been a procedure call too - thus resulting in a 5-second run-off?

The foul was Illegal Substitution which is 5. It is not a judgement call at all.

Didn't notice the line, but that would be an illegal shift. Also 5 yards, but you can't get both fouls. Still would have been a 5 yard penalty and one second on the clock.nm

the ball was snapped and spiked with more than 11 on the field. So the play was PLAYED with more than 11 and not all of them were trying to run off. You should have also had a flag for illegal shift, since about 5 guys were in motion at the same time (not that it would make any difference). It really just bothered me that the refs would spend 5 minutes to figure out if a ball was caught or not and didn't spend any time trying to figure out what penalty happened at the end of the game.

BTW, the 5 yard penalty is for the offense trying to catch the defense with men running off the field. When you have the damn ball you have no excuse for having more than 11 on the field. Should have been 15 yards.
