Well, aircraft carriers have these things called airplanes on them. They don't have to get that close to a coast.

Mossad is bad a$s. And there were a bunch of them in-country performing various tasks. Jamming Iranian radar and communications, assassinations, spotting for bomb strikes, etc. Understand there could have been hundreds of Mossad agents mixed in with the Iranian public for weeks and/or months leading up unto tonight.
