MOAB is conventional munition. The primary purpose of the strike was not to kill terrorists. That was a bonus. The primary purpose was to destroy HQ--their base of operations and staging area with its underground armory and its access to multiple mountain passages. The MOABs are a conventional solution used in place of tactical nukes. Which do you think is the better solution--MOAB or tactical nuke?
