He's well known in Southern WV for not paying. His philosophy is to work some technicality in the contract and force you to sue him banking on being able to outspend in court.

Justice does it more because he does so much work. I work with a guy who was a surveyor at one of his mines and they ran to the bank on payday because if you waited it would bounce. Its not a good look.
