Are high schools allowed in this scenario to help with the visiting teams expenses?

Lots of places split the gate. For some districts, it is standard operating procedure. I'm sure that they would be allowed to offset some other expenses if they wanted to. I've seen the home team provide food for the visitors at a few places, especially when there are long trips home.
