Dumb question: Why did Watson have to pay the State Auditor, when it was Meredith who received the benefit? Wouldn't the same conflict of interest still exist (Watson paying Meredith $12K)?

and Watson knew at the time the MSU presidency was coming open so he said "Nah, I'll take care of it," Watson used the free landscaping (state money) as pull to get in a favorable position with someone who has great pull on who the next MSU president will be. It's illegal and he should be going to jail and should immediately be stripped of employment by MSU and no longer considered.

It happened in my office like this:

Department head leaves for a VP job elsewhere.
VP acts as department head until hire is made, but incompetent Manager takes on extra work.
incompetent manager all of a sudden becomes competent hard working manager
competent hard working manager kisses *** constantly
VP gets in a pickle on an item
competent hard working manager helps hide pickle
HR presents three highly qualified candidates for open department head position
VP goes to President/CEO and gets competent hard working manager department head position
competent hard working manager becomes incompetent department head
three subordinates find new jobs within two months
six months later pickle comes to light
VP and incompetent department head fired

is held responsible for that misuse. For example, if a county supervisor orders a road crew to pave his friend's driveway, the county supervisor is the one who has to pay. In this case, both parties happen to be state employees, but to fit the example, Watson is the county supervisor and Meredith is his friend. As someone pointed out, it's not a matter of having the beneficiary of illegal use of equipment pay for that use. He shouldn't even be able to buy that service in the first place.</p>
