Gut feeling is that this tournament is not going to come off. ND & SD are two of the hottest covid states and not many teams are going to be willing to put their entire seasons at jeopardy to play there. WVU may want to look at playing a home game against a regional school instead. This is an example of the old addage... suppose they played a game and no one showed up!
