Yesterday (7/18), Maxpreps presented their top 100 high school preseason ratings. Here's the link. Whereas High school football America top 300 teams had 7 teams (including Rabun Gap-Nacoochee, GA) listed in the top 100, Maxpreps has 4 teams. Here's the link:

NC teams that made the top 100 include:
#17 Grimsley (HSFA #31)
#53 Weddington (HSFA #72)
#65 Rolesville (HSFA #74)
#95 Rabun Gap-Nacoochee (HSFA #32)

Missing from the HSFA top 100 are Providence Day, Cardinal Gibbons and Hough.

I don't know how Grimsley is using (or misusing) the transfer portal but I do know that the transfer policies in different states have created a huge imbalance in talent in those states.

It has. It has caused a large competitive imbalance within North Carolina. You pretty much know which teams in the state will be at the top, year in and year out. Take Grimsley for example. They didn't use to have competitive teams just a few years ago. But, with their use of the transfer portal, they are up at the top every year. Same for teams like Hough. You can bank on them being at or near the top. Should be even more so for them this year with the imbalance of 8A.
