All 11 conference champs plus 5 at large. At large births and seeding according to BCS standings. I'm assuming some winners of championship games, primarily Ok. State beating Oklahoma. That would have an effect on an at large depending on how it hurt Oklahoma. I don't know if they would drop below Kansas St. or not.

After that, the Semi-finals are played at neutral sites on opposite sides of the country for back to back college football awesomeness. For instance, Atlanta and Pasadena. Or New Orleans and Tempe. The final game is bid out like the Super Bowl.

As for the four major bowl games?

Sugar: Georgia vs. Baylor
Orange Bowl: Clemson vs. Nebraska
Fiesta Bowl: Kansas St./Oklahoma vs. Mich. St./Wisconsin (which ever ones don't make the tourney)
Rose Bowl: Michigan vs. South Carolina
