Change subject: Polk Co. animal control just stopped by a few minutes ago. Found out there are only have 6 officers for the entire county.
At any rate, I spoke with the officer at length regarding the dog's treatment. The evil neighbors pulled out of the driveway with the dog in their vehicle about 2 minutes after animal control officer arrived. After they left, the officer took pics and wrote a report. This poor dog may get justice. Animal control officer is a young, cute blond, by the way. No pics. Sorry.
