Not sure what you question is but my first post had a link to info about how to submit a design

Glad to see they're going to follow good design rules (other than "no words").

Flag design submissions must adhere to principles of the North American Vexillological Association:

• Keep It Simple. The flag should be so simple that a child can draw it from memory.
• Use Meaningful Symbolism. The flag’s images, color, or patterns should relate to what it symbolizes.
• Use Two or Three Basic Colors.
• Be Distinctive or Be Related.

However, the "In God We Trust" requirement makes it pretty much impossible to have a great, iconic design, but the solid blue background with the magnolia is closest I've seen, and I hope the designer (@RockyVaughan on Twitter) submits it.
