New investigation rules

While Ole Miss Rebel shenanigans have everybody's attention, I'd like to remind everybody that the NCAA recently put in some new rules on penalties for violations.

Head coaches are now responsible for everything. Rouge boosters or assistants are no longer a defense. This applies to cases aren't resolved by August 2013 regardless of when the violation happened.
