The NFL set the 85 foot rule when the thing hanging down from the ceiling was a small, usually square scoreboard right over the 50 yard line. While I understand Jerry Jones was "following the rules" anyone with even a shred of common sense can look at that board stretching from the 20 to the 20 and see it is too low. The chance of hitting those smaller, square scoreboards with a punt pales in comparison to this monstrosity.
My BIGGEST problem with this whole thing is that it obviously affects the game and JJ could give a ****. If you really cared about football then you would just admit it is in the way and raise the damn thing instead of being a complete dick about it. He obviously has no problem raising the board for the U2 concert because it causes issues with "sight lines" (it does for the game as well, some fans are already complaining). To sum up, Jerry followed the rules and he's still a complete dick.
