Proportional is a term of art within title IX and there are tests that can be used to determine whether something is proportional. Title IX had nothing to do with the NCAA per se. It is about federal dollars. If your school doesn't take federal dollars, then title IX shouldn't really affect you.So can conferences or break away from the NCAA? In the 80s wasn't there a move for CFB to break away from the NCAA?
The NCAA does a good job with basketball, but there won't be much appetite to share the money made by the men with female basketball players.

Well I think we need to separate two different streams of money... there is the 20 million or so revenue sharing which falls under the category that has to be regulated because it is a result of a settlement. Then there is NIL where individual athletes can profit off their name image and likeness....that is a private transaction between two parties and is market based.
