That was not targeting. He was not defenseless, he was a runner. So targeting would have to be a hit with the crown of the helmet. He clearly hit him with the side of the helmet. Just because it was a hard hit doesn’t make it targeting.

It’s targeting. You can’t launch into the runners head like that. Doesn’t have to be crown of helmet. That’s an obvious call.
