It’s really simple.
As long as the ACC continues to exist ND can’t join another conference until the current ACC contract runs out in 2036.
After 2036 (or earlier if the ACC falls apart) ND will be in the B1G because it is the only conference that gives them the ability to play a national schedule and a full conference schedule at the same time.
