Soccer needs a mid-field rule like the backcourt rule in basketball. I hate when teams are stalling and just kick the ball all the way back to the goalie who just boots it back to the other end.

Post a sniper on top of the stadium/nearby building.
Any time a player falls down in excruciating pain, one has to assume the only way to assuage the pain is by the relief of death. A head shot will end the drama.<div id="isChromeWebToolbarDiv" style="display:none"></div>

Instead of doing a shootout or standard overtime, start the first overtime period of 10 minutes with each team removing a player. If the score is tied at the end of the period, each team removes another player and 10 more minutes are played. Keep doing this. If all players are removed, then both teams get a loss and the team they go against in the next round gets a bye.<div>
