There are checks and balances. They are called a conscience and integrity. Those are much more important than any law, regulation, ordinance, etc.

When he ran for gov. He wasn't a conservative he was popular and the gov at the time was hated by everyone. This is what people get when we allow popularity to make important decisions. He should be ashamed if even half of this is true.
