I don't think he was claiming that they did but several counties, including Rankin where I live, are pushing to have radar in S.O. cars so they can nail you on any street outside city limits. He was saying its bad enough in Winston county with just the LoPoPo harassing you. Just imagine if Winston SO could too. I drive down arguably the most radar enforced corridor in MS having to drive down Lakeland from Grant's Ferry to Riverside in Jxn. I do this twice a day everyday. My home is in the Willows of Castlewoods. So I have to contend with FloPoPo from Grants Ferry to the Pearl River. The only thing that makes it tolerable is that once you hit the river it is a drag race to Jxn because that stretch of Lakeland in Hinds county is the least patrolled stretch of road in MS. I don't want to have to deal with Rankin SO from Grants Ferry to the hizzie.
