The NCAA pres had votes for a 4 year death penalty and a much bigger than $60M pending a formal NCAA investigation. He gave PSU an option for accepting what they ended up getting without the NCAA investigation.

Queue the conspiracy theory that the PSU-funded Freeh report let PSU off easy.

If Joe was willing to turn a blind eye to a pedophile to protect the program, it isn't much of a leap to assume many other things directly pertaining to the team were also happening. They should have 17ing investigated.

Sounds like a good deal for both sides. The NCAA avoids any possible challenge to its ruling by getting Penn St. to agree to it up front. Even though the penalties aren't anywhere near as bad as a 4-year shutdown, they're still by far the worst the NCAA has ever handed out. I think a better deal for both sides would have been a 2-year shutdown, but this will cripple Penn St. for a long time.

I also think it was a good deal for both.

PSU deserved worse than what they got. They deserved death. But the NCAA would have had to successfully conduct and investigation that came up with all the dirt that Freeh did. They may not have been able to accomplish that and then PSU could appeal and who know what happens from there.
