I have heard a lot of JoePa apologists today state that the problem was with the Admistration, not the football program therefore the program shouldn't be penalized. Even Paterno wrote what amounted to a dying declaration saying it was not a problem with the football program, but with administration.
On the other extreme, I've heard many firebrands say that Penn State should get the death penalty from the NCAA. Personally, I lean toward this option although it will never happen.
I've come up with a "middle ground" alternative that I think most would consider fair and it would require the Penn Staters to put their money where there mouth is... So to speak.
I propose that Penn State voluntarily forfeit an upcoming game for each victim that was abused within the confines of the PSU football facility after the 1998 incident. Whether or not the '98 investigation yielded enough evidence to go to trial, it should have given any reasonable administrator or head coach ample grounds to take personnel action that would have banned Sandusky from the entire facility.
I think this solution would illustrate whether or not it was a "football problem".
