Under NFL rules, if the offensive penalty was the last play of the half or in this case game, it is not replayed if the penalty is accepted. At that point, the game was over.

That ref channeled his inner Ed Hochuli for that over explanation. All he had to say was “pass interference, offense. The time is expired. The game is over.”

It wouldn't have mattered because it would have been an offensive penalty either way, but how can they call offensive pass interference when the ball is not in the air?

Yes.
He pushed off bigly, and it was very obvious. If they didn't call such things before the throw, WRs would be running around legally slapping DBs down and then being wide open.

Ok, I figured they could call illegal contact or something like that against the WR since the ball was still in the passer's hand. The game would be over either way.
